Breaking at 22:51:
French President Nicolas Sarkozy is speaking: military intervention will happen over Libya to stop Gaddafi’s forces from attacking the rebels.
Earlier, French fighter jets were reported to have flown over Libya.
United Nations (UN) Security Council approved no-fly zone over Libya, approved “all necessary measures” to protect civilians from attacked from Gaddafi’s regime. Although Gaddafi’s side declare a ceasefire (and oil prices apparently fell after the Gaddafi’s regime declared a ceasefire), there appeared to be no such thing happening on the ground as fighting continued in Benghazi. That essentially means that an air strike against Gaddafi might happen soon.
US Secretary of State Hillary Clinton, French president Nicolas Sarkozy, and UK Prime Minister David Cameron met ahead of the big meeting with other leaders, which will include Arab and African leaders. Nicolas Sarkozy will talk after the meeting (about 14:30 GMT). Military intervention could begin “within hours” after the meeting. French, British, and Canadian troops might be the first participants of the first round of military action.
